Roma (Rome) organises activities during EUROPEANMOBILITYWEEK 2015, taking into account the annual theme.

All week
The activities are coordinated by ROMA CAPITALE with the involvement of the Mayor of Rome, Councillor and Department for Mobility Policies, Councillor for Environment, City Council Office: Permanent Commission Mobility and Permanent Commission Environment, All 14 City Districts (Boroughs). Initiatives include the cooperation with Italian Ministry for Environment, Land and Sea, In-house City Companies (ATAC S.p.A. and Roma Servizi per la Mobilità S.r.l.) as well as External Institutions/Bodies/Companies.

During the whole week (from 16 to 22 September) some initiatives will be every day active:
• The Municipality of Rome will guarantee, using the new established communication platform inside the Mobility Agency (www.muoversiaroma.it), the press and media coverage on the Event, informing and raising awareness on citizens, arranging specific focus on each initiative. In addition, the websites of the Mobility Agency and of the municipality will promote the European Sustainable Mobility Week and the Campaign of the year.
• Other initiatives, launched in a specific day of the week according the following program, will remain active as follows.

Roma (Rome) implements one or more new permanent measure(s), which contribute(s) to modal transfer from private car to environmentally sound means of transport.

The general aim of Rome is to have a city full of opportunity with a public transport more efficient and competitive compared to private cars, where to walk or bike is safe, easy and convenient, first of all for the children and for the elderly, where the mobility is multimodal and low-impact.
The permanent measure implemented this year are part of this strategy, where the challenge is to significantly increase the overall energy efficiency of the city, better exploiting the local resource and coping with the deep financial crisis faced by the city of Rome: in other words, sustainability of urban transport within economically acceptable conditions.

Permanent measures implemented:
• New Metro C line: opening to the public of the functional section Pantano - Piazza Lodi composed of 14 stations open in two groups of stations: the former in November 2014, the latter on 29 June 205 reaching Piazza Lodi. The opening of the last station, granting interconnection with Line A in S. Giovanni is expected within this Mayor mandate, improving dramatically the mobility of a large sector of the city.
• Extension of the metro line B1, already operational with the three new stations open in June 2012 and the simultaneous revision of surface lines. Last Ionio station was open in March 2015 with a further revision of the PT surface network.
• Reorganization and optimization of PT: the rationalization and expansion of the public transport network of the bus surface network of Roma Capitale was launched in May 2014 in more phases: up to date, 10 steps are completed and within the end of 2015 the reorganization will affect the whole city. The project is redesigning the network of PT service paths to make it more functional, cutting services with very low utilization degree and the elimination of duplication, to enhance the lines most useful and popular, to establish new connections in areas poorly served today. At the same time ensuring greater regularity, punctuality and adherence to timetable of passage.
• Exploitation of car-sharing services through “fixed-points” and "Free flow" schemes. The former, managed by the Rome Mobility Agency with a fleet of +100 vehicles is progressively expanding from the city centre to suburbs. The latter, based on Deliberation n° 45/2014 "Roma Capitale" introducing such new scheme, open the car sharing to the private sector, working in a large area (35 sq km of the city), leave the car in the parking place you want, higher costs, on a per minute basis. Managed by two Private Operators: Car2go (with Smart, operating from March 2014), Enjoy (with FCA 500 started in June 2014) with 1200 vehicles available for sharing. The experimental period ending in 12/15 is already successful with +100.000 users. The Administration, with Deliberation 239/15, decided to approve guidelines of "sharing" to be applied to mobility services shared with any kind of vehicle in terms of requirements to operators. This intervention will make possible sharing services with electric or hybrid vehicles as well as scooters in the next future.
• Decarbonisation of the city centre. Old Town is already a Limited Traffic Zones with different entrance schemes for each sector of the City Centre controlled by +50 electronic gates. The realization of internal pedestrian areas and pathways is consisting of several phases of implementation is going on and in 2015 there are significant improvement. Fori Imperiali – Colosseo area, is partially closed from September 2013 and it will be soon expanded up to Piazza Venezia. More, The Tridente environmental island is closed to thermal vehicles, including powered two wheelers (PTW) from-to: 6.30 am – 7 pm (mon-fri), 10am – 7 pm (sat).
• Pedestrian and safe areas in peripheral areas: each one of the 15 City Borough was choosing areas where creating an environmental island, a pedestrian area, a “30-zone” and a road safety challenge to be implemented within 2018. First intervention are now financed and they are in advanced design phase to be soon realized.
• For what regard the improvement of bicycle network, the 2015 General Traffic Plan incorporates and updates the framework of Cyclability Plan according to Deliberation n° 87/2012. A multi-year implementation program is called, and this program should provide a "core" network path of 245 km and a "local" network path of 564 km, with the construction of 2700 bike pp in PT exchange nodes and 9000 in schools and in exchange PT nodes. In 2015, dedicated working tables coordinated by City administration, supported by the Mobility Agency among City Boroughs and associations of cyclists, selected 130 km of tracks paths. According to immediately available resources, a sub selection by priority levels of these bicycle routes is in advanced design phase to be soon realized.
• Completion of the new city district requalification project: Porta Portese – a resource for Rome where the requalification of the Trastevere south district is carried out as well as the refurbishment of the Sunday market area.
• New regulations for freight distribution to promote freight vehicles with low or zero emission and incentive plan for fleet renewal are permitting first results in terms of emission reduction. The creation of new platforms for freight delivery inside the city centre is exploiting the second phase of the pilot project experimenting zero-emission vehicles, in collaboration with Ministry of Environment and main Italian industrial association.
• Improvements in the communication platform for ITS and integrated mobility in Rome with the financing of CICERONE project aiming to integrate all mobility components including Data ware-house, expansion of Mobility Services and of the website muovi.roma.it which is the city mobile information portal and integration of the Road Safety Monitoring Centre & Information system. Finalized the operational project to make all data available on the open data channel with raw and aggregate data from the systems of Mobility Centre for app community.
• Intervention plan in the areas of traffic, mobility and air pollution and acoustic in order to facilitate the reception of pilgrims coming in Rome by the Mercy Jubilee launched in April by the Pope. For this event, from December 2015 to November 2016) Rome is exploiting measures to regulate traffic, road conditions and control of stop as well as development of information technologies and control of traffic and parking in particular on the primary road network (about 300 km) and functional reorganization of the axes with local intervention. The Plan also expects in short terms (end 2015) the strengthening the network of road infrastructure, of subways, junctions of the rail system and of tramways with requalification of surrounding zones
• Development of the European project of cooperation “METPEX” – development of a door-to-door measurement tool to determine the quality of the passenger experience (DG Research). Completion of the “GREEN EMOTION” – development of electric mobility (DG Move) and “ICT Emissions” - evaluate the impact of ICT- related measures on mobility (DG Connect). “TIDE” – RSM contributed to the award of “Champion City” to Rome on the topic of Open Data., Development of “SMARTSET” (IEE 2013 – DG MOVE) project that develops and shows how freight transport in urban areas can be made more energy-efficient and sustainable by a bett er use of freight terminals, while “PETRA” (Smart cities – DG CONNECT) Personal Transport Advisor: an integrated platform of mobility patterns for Smart Cities to enable demand-adaptive transportation systems. The project “PASTA” (DG HEALTH) Physical Activity Through Sustainable Transport Approaches, focuses on the systematic promotion and facilitation of active mobility (AM) (i.e. walking and cycling including the combination with public transport use) as an innovative approach to integrate physical activity (PA) into individuals’ everyday lives and participate to new EU cooperation projects in the new H2020 framework plan for a better city. Launch of the new CITYLAB and NOVELOG project on innovative scheme for freight delivery models in city centres across Europe in the H2020 framework.

Car-free day Car-free day

Roma (Rome) carries out a Car-Free Day 2015 and closes off one or more streets to traffic, and opens it to pedestrians, cyclists and public transport.

Zone opened to residents on Car-Free Day:
ZTLs (limited traffic zones) are already active in Roma to limit/ban the access of private cars in large portion of the day. The electronic gates, working with ANPR (Automatic Number Plate Recognition) systems are controlling each ZTL zone of the inner centre as well as fining unauthorized cars. Currently, such e-gates are placed in four districts (Historical centre, S. Lorenzo, Trastevere and Testaccio) Such measures combined with the implementing of soft mobility areas are quite effective in reducing private vehicles access
This year, the Municipality is actively committed in implementing restrictive measures against private traffic in the historical center of Roma such as the Fori Imperiali area. In the meantime a permanent measures is the closure of the so-called Tridente area in the inner centre. The intervention plan for the Mercy Jubilee expects within end 2015 the progressive increase of pedestrian areas in the historic center and in areas linking to Vatican State and in other ones with greater attractiveness and social tourism. In detail the plan is financing the realization of 4 new pedestrian paths called “Pope Path “A””, “Pope Path”, “Pilgrim Path” and “Marian Path” crossing the city centre from Basilica areas to San Peter, to be made operational in 2015.
Other specific measures are expected in City Boroughs/Districts – of Roma Capitale with organization of specific initiatives to arise the citizen awareness on sustainable mobility, also in partnership with social associations and mobility operators.
