The measures already implemented by the Town Council, and considered in the Municipal Action Plan for air pollution and noise pollution, are different, namely:
- With resolution no. 166 of 10/09/2015 the City Council, among others, has defined, in accordance with art. 7 paragraph 9 of Legislative Decree. N. 285/92 as amended, the restricted traffic area, called "ZTL 1" and "ZTL 2", and approved the framework of the operational mode of "ZTL1" and "ZTL2", expecting to make a payment entry / movement of motor vehicles within the "ZTL1" and "ZTL2", in accordance with the provisions of existing PGTU and this in line with the requirements of Article. 7 co. 9 of Legislative Decree n. 285/92 and related directives of the Ministry of Public Works of 04/12/95 and n. 3816 of 21/07/1997;
- With resolution no. 787 of 12.24.2015, the City Council, among other things, approved, for guidance function, the general scheme of charging for access permissions to the Limited Traffic Zone (ZZ.TT.LL.) for having law (as required by the Scheme of the operating mode attached to the GC Deliberation n. 166/2015);
- With City Council resolution no. 133 of 20.07.2016 has been approved a "Municipal Action Plan for air pollution and noise pollution in the city of Palermo";
- Incisive pedestrianization progressive activities concerning large portions of the Old Town, which strongly marked road areas of great importance, such as via Maqueda, via Vittorio Emanuele (also by virtue of the protective actions taken in support of the course "Palermo example of Arabic Norman ", recognized UNESCO heritage), as well as inner urban areas in the four districts of the historic center (which Sett'Angeli square, Piazza Giovanni Meli Piazza San Giacomo La Marina and Piazza Foundry and outside the historical center (such as avenue des Iris and Piazza Tonnara respectively in the fishing villages of Mondello and Arenella);
- The drafting and approval (gs. Of "La Dolce Mobility Plan" resolution of G. C. n. 217 of 12.15.2015), as a support for the extension of cycling in urban areas, which was followed by:
• the establishment of bicycle lanes (along the roads of the Favorita park and the Dante on) for a total area of ​​more than 8 km;
• the issuance of a special order which provides, in order to extend the city's network of cycling, the mixed use of dedicated lanes for public transport (characterized by low bus frequency), for an extension of more than 11 km, allowing the continuity of the existing cycle routes.
- The drafting and approval (gs. Deliberation of GC n. 217 of 12.15.2015) of the "Plan of dedicated lanes", as an instrument to improve the efficiency of the public transport service, which was followed, as a start of plan, the institution (executive Ordinance. n. 152 of 02.17.2016) of the lane along the route through the streets Giorgio Arcoleo, Salamone Marino and Carlo Pisacane, covering a total distance of 0.34 kilometers.
- The establishment of an intermodal exchange pole inside the "Basile" parking lot, where, in addition to a large endowment of stopping, the user will have an intermodal hub of urban and suburban public transport;
- The drafting and approval (gs. Deliberation of GC n. 217 of 12.15.2015) of the "public transport suburban Plan", which provides a broad restructuring of the system of extra-urban routes of the line services in urban areas, with the 'goal of providing the external bus routes to central and LTZ identified special park and ride, places in outlying areas than the so called city "dense". In anticipation of the implementation plan, it is on 8 August 2016, the "Basile" of the parking operation, which the extra-urban public transport terminal, together with the activation of a stop in Piazza Giulio Cesare, with the consequential elimination of the stop in via Paolo Balsamo, who was due to slowdown of vehicle flows and a particular increase in pollutant emissions around the area of ​​the Central Station.
- Interventions fluidization of vehicular traffic in urban areas, in particular on the roads crossing dell'istituenda LTZ, to be implemented by the removal of the stop, from one or from both sides of the roadway, through the development and implementation of Plans of detail, which will allow to study possible design solutions aimed at identifying new parking stalls, a substitute for those eliminated from the main road, as well as by optimizing the traffic-light cycles at intersections implemented with remote telematics coordination.
- The strengthening and streamlining of the urban public transport system, as expressed below:
A) With the DDG of the regional infrastructure and mobility, n. 3170 of 23 December 2015, n. 3281 of 28 December 2015, was approved the financial program of the new tram lines of the city of Palermo, which were brought into service on December 30, 2015. In particular, as of December 30, 2015, the new tram system in the city of Palermo's army with 17 trains distributed on the following lines:
- Tramway n. 1 "Roccella-Central Station", extended for about 5.6 kilometers, linking the site Brancaccio neighborhood on the southern outskirts of the city of Palermo to the central railway station, which is at the edge of ZTL;
- Tramway n. 2 "New Village - Notarbartolo Station", extending for approximately 4.8 km, which connects the Borgo district New with Notarbartolo station, located on the edge of ZTL;
- Tramway n. 3 "CEP-station Notarbartolo," extending for about 5.9 km that connects the neighborhood to the CEP Notarbartolo station, located on the edge of ZTL;
- Tramway n. 4 "station Notarbartolo - Corso Calatafimi - Notarbartolo Station", circular fast extended for about 4.2 kilometers, which connects Corso Calatafimi with Notarbartolo station, located on the edge of ZTL.
Vehicles, an innovative concept in low floor to facilitate the ascent of people of limited mobility, have a tramway track your protected so as to limit the interference of private traffic and ensure high speed.
B) As part of the renovation and doubling of the Palermo railway link, February 18, 2016 were inaugurated the stops "make money" and "Lolli". The latter is located 500 meters from Piazza Castelnuovo (Politeama) and lies on the edge of ZTL. So, today, there are four operating stations / stops located on the edge of ZTL (Notarbartolo, Lolli, Orleans and Central). This transport system therefore provides a number of travelers approximately 2,000 pass./ora each direction (capacity to work will be performed five times).
C) AMAT Palermo S.p.A. It is also making a major effort to renew the face fleet to better service efficiency and the reduction of pollutant emissions.
On December 5, 2014 were purchased 18 new buses EURO 6, resulting in scrapping of 18 buses from the fleet and then struck on 19 January 2016 have been commissioned (and in the process of registration, gs. Nothing precludes no. 1,214,223 of 22.07.2016 issued by the urban Mobility) other 21 new city buses EURO 6 resulting in scrapping 21 bus struck by the vehicle fleet.
They were also purchased 13 school bus diesel EURO 6, delivered in January 2016. In addition, together with the capital increase ordered by the City Council by resolution no. 207 of 11 December 2015, was approved an investment plan that provides for the purchase of additional 21 buses.
Finally the 2015-19 of AMAT business plan provides for the purchase of 58 more CNG vehicles through further guaranteed loan of € 16 million granted under the National Operational Programme "City Subways 2014-2020" adopted by the European Commission (so-called "PON METRO").
D) In ​​2016, moreover, AMAT Palermo S.p.A. increased the frequency of the local public transport lines within the perimeter of the ZTL (from 5,964 passengers / hour to 7,204 passengers / hour with increase of over 20%), as well as along the main relating to the LTZ (from 8,593 to 13,969 passengers / hour with a consequent increase of the transmission capacity higher than 62%, for a total of increase of 6,616 passengers / hour.
E) By order of 23 September 2014 and of 5 December 2014 were purchased 88 cars for the Car Sharing service, whose fleet was thus tripled.
Of these, 29 are electric (provided together with 16 charging stations), 49 are low-emission, being equipped with hybrid fuel natural gas / gasoline. Moreover, consequentially, they were tripled stalls dedicated to car sharing service, which are now located throughout in well 85 parking lots distributed in the municipality.
Moreover, with Memorandum of Understanding of 28 April 2016 between the City of Palermo, Palermo AMAT S.p.A. and INAIL, has been provided for the purchase of an additional four cars equipped with special driving controls for handicapped people.
F ) On August 5, 2014 was approved the final project related to the Bike Sharing System works. The final award was made January 26, 2015 and the service is already operational.
The predicted Bike Sharing System , just set up , consists of 37 stations set up for the automatic distribution of 420 bicycles , including 20 type electric pedal assisted and 400 -type muscle.
Eight photovoltaic shelters were also installed .
G ) E ' was prepared for the establishment of SHUTTLE lines "FREE HISTORICAL CENTER " and SHUTTLE "FREE EXPRESS " , both free of charge . The first serves the historic center and moving inside the perimeter of the same . The second connects the parking Basile and Independence Square.
