Event: The Fab4 Crossing
Activity type: Digital event. Four people cross the pedestrian strips of the streets of the promoters'municipalities, recreating the famous Beatles' image crossing the Abbey Road strips. The initiative is promoted to sensitize drivers to respect pedestrians on pedestrian crossings. Every year in Italy 30% of pedestrians lose their lives while crossing the stripes. Three keywords are presently characterizing roman mobility: congestion, pollution and road accidents. The main objective of government action is to align our city to the parameters of major European capitals.
The following Programming Guidelines identify a series of interventions until the realization of all public services, ranging from those designed to ensure more efficient circulation of public transport and their better programming, through the restructuring of the companies managing the transport. Great attention is paid to the theme of sustainability, road safety and accessibility.
SUSTAINABLE MOBILITY
• Implementation of a multiannual plan for transport infrastructures
The shortage of metropolitan, tramway and road networks is one of the most symptomatic of an imbalance between Rome and abroad. It is important to operate a revolution in methods, changing the criterion of selection of works, which must be transparent and shared. In 2017, the Administration will open S. Giovanni Metro C station, permitting the interconnection between Line A and C changing the life of southern districts.
The Urban Sustainability Mobility Plan-PUMS was launched and, in line with other programming tools, a multi-year infrastructure plan that identifies the most urgent interventions in line with security, sustainability, accessibility and cost-effectiveness.
• Public transport general reform
In addition to intervention in areas of urban planning allowing an increase in the commercial speed of public transport, a new industrial plan must be set up, addressing the entire governance of ATAC S.p.A. dealing with issues related to the reorganization of staff, debt, maintenance, and tender procedures.
The resources for such a radical reform of public transport will also have to come from a serious fight against tariff evasion which will have to go hand in hand with the renewal of the ticketing system.
• Reduction of travel
To rationalize travel, telework can be encouraged with tools to facilitate teleworking and smartworking to be adopted also within the Capitoline Administration and the participating companies.
Promoting sustainable mobility
A serious policy of reduction of private mobility is expected as well as an extraordinary plan for relaunching public transport. An on-line public consultation was developed to increase the number of cycling routes and, in general, the development of any infrastructure that would facilitate mobility on the two wheels.
Priority should be given to incentive bike and car sharing services, and for this reason, municipal car sharing will have the launch of One Way mode. At the same time, the promotion of electrical mobility will happen through the implementation of a large number of new charging stations.
All municipalities will be encouraged to identify pedestrian areas, zones 30 and zones 5 to make the city more livable even for weak street users (children and the elderly). These areas have to arranged according to the French model of traffic calming areas and new systems to encourage new pooling modes for home-school trave will be provided, through the dissemination of the new figure of mobility school manager.
The taxi service must be made more effective and accessible to the different categories of people (elderly, disabled, etc.), safely even during night time, especially for the most fragile users. The municipal app "060609" to catch taxis will be enhanced and incentivized.
In addition to extension of public transport dedicated lanes, parking lots will increase, especially in strategic areas such as hospitals or public transport stations.
QUALITY AND SECURITY
• Implementation of the mobility plan for disabled people
Attention to the theme of disability will be a must for the Administration. First central point will be respect for legality with strong fines for all vehicles occupying tactical routes, sidewalks, slides for the mobility of wheelchairs.
At the same time, the Regulation on access to public transport for the disabled will be revised in order to favour work, study, social activities and therapies of this category. The aim is also to offer progressively to all citizens with severe motor disability and who can not benefit from public transport the special Municipal service already active, reviewing the rankings annually.
• Improving road safety
Guidance will be on infrastructures, vehicles and users. The first step is to ensure the intersections and points at higher risk of accident (black holes).
A scrapping plan for more dangerous two-wheel vehicles will then be adopted. Prevention measures will range from promoting security campaigns, but also more stringent control activities. The benchmark will be the Rome Road Safety Expertise Center (CCSS) and the City Road Safety Stakeholder Group.
• Improving mobility through a technological transport revolution
A technological transport revolution needs to be co-funded by European funds, both with Horizon 2020, ERDF funds and national and regional project. The key word is intelligent transport system (ITS): intelligent traffic lights, which can reduce congestion and traffic queues, priority to public transport services and infomobility systems for the rationalization of public transport services and the opening towards MaaS and autonomous vehicles.
