Detailed description (English): To effectively advance the Green Mobility Publicity Events deployed by the Ministry of Housing and Urban-Rural Development, the 922 Green Mobility Platform has organized the compilation of the 2025 Green Mobility City Handbook (Inclusive Mobility for All: Building a Fair, Inclusive, and Sustainable Future for Urban Transportation), aiming to foster consensus through the sharing of professional knowledge—an essential component of the capacity-building efforts of the “China National Planning & Design Think Tank”. The 922 Green Mobility Publicity Events in 2025 center on the theme “Inclusive Mobility for All”, underscoring that every individual—regardless of age, gender, physical ability, economic status, or place of residence—should enjoy equal rights to safe, convenient, and sustainable mobility. To this end, this handbook advocates applying the principles of universal design to create well-planned and well-designed transportation systems that benefit all, while also adhering to the principle of precise adaptation in the careful planning of operational services, vehicles, infrastructure, and mobility information delivery, thereby ensuring support for all users, particularly those with physical, sensory, or cognitive disabilities.
Detailed description (original language): The concept of inclusive mobility for all has been proposed in response to increasingly diverse mobility needs and social structures, with the aim of fostering a truly fair, inclusive, and sustainable future for urban transportation. This handbook seeks to approach the issue from the perspective of transportation planning, offering methodologies and case studies that support both the understanding and practical application of the concept of inclusive mobility for all. Supported jointly by the China Academy of Urban Planning & Design (CAUPD) and the Urban Planning Society of China (UPSC), the 922 Green Mobility Platform has, for nineteen consecutive years, provided technical services for green mobility campaigns across Chinese cities, dedicated to broadening public understanding and fostering a culture of green mobility.
Target group(s): Local governments and urban transportation authorities, enterprises and institutions, nonprofit organizations, communities, and media outlets, with dedicated support also provided for all travelers—particularly those with physical, sensory, or cognitive disabilities.
Objectives: Through joint efforts, we aspire to create more livable, sustainable, and vibrant urban spaces that enhance the quality of life for every individual. This handbook also serves as a resource supporting the 2025 Green Mobility Month and Public Transportation Week Publicity Events jointly launched by the Ministry of Transport and six other ministries. The advocacy of the concept of inclusive mobility for all is expected to play a vital role, particularly in “continuously improving age-friendly and accessible transportation services to provide safe, convenient, and welcoming travel environments for all groups, including the elderly and persons with disabilities”.
