Safe and mobile city
The priority of Baku Transport Agency is to build an inclusive transport system, which involves fundamental improvement of public transport services, creation of liveable and safe streets and support of sustainable mobility modes. Currently more than a half of individual trips are made by walking or public transport. Also, as more than 50% of public transport users are women, the system must be more safe, secure and more socially inclusive.

To boost the demand for more sustainable mobility during the last years, reduce negative impact to the environment and shift of bus fleet to environmentally friendly options, BTA managed to renew 61% of bus fleet, of which 75% is running on CNG as opposed to diesel. The fare payment system based on contactless smart cards covers up to 70% of total bus fleet. The development priorities are set in the "Baku Mobility Development Strategy 2030" which is the integral part of the “Green city” concept and designed to satisfy the mobility needs of people and businesses in Baku.
Measures implemented on road safety
In order to determine the causes of traffic congestion on highways, to prevent traffic jams and increase the capacity of roads, research was conducted and projects prepared on 80 streets and avenues for improving road conditions, and the implementation of projects on 31 streets/avenues was completed. Relevant road safety measures (construction of sidewalks, installation of road signs, drawing of marking lines, installation or replacement of traffic light objects, making relevant changes in the operation mode of traffic lights, etc.) implemented on 57 streets/prospects
Traffic light timers on 14 streets and 18 intersections has been changed, and the speed limit is reducing to km/h 30 at 33 ave\streets. New traffic lights installed at 18 points, conflicts eliminated and safety strengthened.
During the last year, 4,957 new road signs were installed on 295 streets, 272 road marking lines were drawn on the street, "Yellow intersection net" was drawn at 22 intersections.
The intellectual management of the transport system has been upgraded and now allow us to monitor the passenger flow adequately and take necessary measures in planning and supervision of the public transport operations and traffic flow.
A number of projects on the transport-road infrastructure increased pedestrian security and accessibility.
In the context of our environment considerations at the beginning of 2020 we developed the Air Quality Index (AQI) and installed special panels measuring the air quality in different parts of the city. During March-April 2020 when the strict restrictions applied dur to the pandemic, we found out the notable decrease in AQI indicators, the level of air pollution dropped around 50%, which can be considered as a good result.
We will continue the renewal of the bus fleet which will avail us to further improve the services as well as intervene rapidly to any crisis may happen in future.
We will prioritize green and sustainable modes of mobility such as designation of the green pedestrian streets, further expansion of cycle lanes within the city and design of infrastructure for electric vehicles.
Our new project on developing the Walking map of Baku will allow to further transfer Baku to a more mobile city.
