The general aim of Rome is to have a city full of opportunity with a public transport more efficient and competitive compared to private cars, where to walk or bike is safe, easy and convenient, first of all for the children and for the elderly, where the mobility is multimodal, low-impact, easily accessible and open to technological innovation: in a word, smart city, where policies and technologies are implemented in synergy.
The permanent measure implemented and in the following are part of this strategy, where the challenge is to significantly increase the overall energy efficiency of the city, better exploiting the local resource and coping with the deep financial crisis faced by the city of Rome: in other words, sustainability of urban transport within economically acceptable conditions.
Permanent measures implemented:
• Continuing works for structural improvement and tuning of the primary road network (about 300 km) and functional reorganization of the axes with local intervention and technological upgrading of traffic lights with new LED lights and new devices for 193 installations;
• New Metro C line: opening to the public of the functional section Pantano - Piazza Lodi composed of 14 stations expected in late in 2014, arriving later to San Giovanni within this Mayor mandate.
• Extension of the metro line B1, already operational with the three new stations open in June 2012 and the simultaneous revision of surface lines, with the Ionio station expected for the end of 2014.
• Reorganization and optimization of PT: the rationalization and expansion of the public transport network of the bus surface network of Roma Capitale was launched in May in more phases and by the end of 2014 the reorganization will affect the whole city. The project aims to redesign the network of paths to make it more functional in order to update the PT service, in some cases referring to maps dating back to the 30s The idea is to cut services with very low utilization degree and the elimination of duplication, to enhance the lines most useful and popular, to establish new connections in areas poorly served today, at the same time ensuring greater regularity, punctuality and adherence to timetable of passage, which gradually will be indicated on the stops, in particular for the peripheral lines. The rationalization is therefore the first criterion of the project, whose 1st phase and 2nd phase, affecting mainly East districts, started in May and in June.
• Revision of the parking policy: from August 21, the new City Council Deliberation on this matter (n. 48 of 29 July 2014) is operational with the objective to better manage and regulate the demand for modal shift, discouraging the use of private vehicles, limiting free of charge permits also to residents and increasing fares to improve rotation. A single rate of 1.50 euro per hour in all areas, inside and outside the restricted traffic areas, the suspension of the reduced daily tariff (4 euro for 8 hours continuously) and the suspension of the reduced monthly one per single vehicle (70 euro/month.
• "Free flow" car sharing: Deliberation n° 45/2014 "Roma Capitale" introduced such new scheme. This act open the car sharing to the private sector, working in a large area (35 sq km of the city), leave the car in the parking place you want, higher costs, on a per minute basis. Managed by three Private Operators: Car2go (with Smart, operating from March), Enjoy (with FCA 500 started in June), BEE (with Renault Twizy within 2014), up to 1200 vehicles available for sharing. It works with rules different from the public Car Sharing already in place and anyway operational.
• Old Town is already a Limited Traffic Zones with electronic gates. In 2014, the Deliberation n°99/2014 "Roma Capitale" reinforces and enlarges the Limited Traffic Zone (LTZ) in the city centre, including the operation of the new Testaccio district e-gates system and the Deliberation n°86/2014 which issues new rules for the access to the LTZ, increasing permit costs for all authorized categories in order to reduce numer of private vehicles accessing the LTZ itself, was approved
• Decarbonisation of the inner city centre: definition of environmental islands – avoidance of through traffic, review of access & parking regulation both for vehicles and goods, strong impulse to vehicles sharing systems (cars, vans, bicycles) progressive introduction of electric and hybrid vehicles, realization of pedestrian areas and pathway for the “Pedestrian old town project” (about 5 sq km) consisting of several phases of implementation is going on and is seeing in 2014 significant improvement.
• Completion of the mobility part of the new city district requalification project: Porta Portese – a resource for Rome where the requalification of the Trastevere south district is carried out as well as the refurbishment of the Sunday market area, new traffic schemes with new cycle lane and increase of safety, renovation and use for social activities of historical complex, and incentives for new Small and Micro Enterprises in the area are expected.
• In 2014 new regulations for freight distribution and creation of new platforms for freight transfer: adoption of new regulations to promote freight vehicles with low or zero emission and incentive plan for fleet renewal. Starting of the second phase of the pilot project experimenting zero-emission vehicles for the delivery of goods in city-centre, in collaboration with Ministry of Environment and main Italian industrial association.
• Urban renovation in mobility with a widespread action to implement Detailed Plans for Urban Mobility (DPUM) in each city district: reduction of crossing traffic, traffic calming measures, reorganisation of parking areas & intersections, footpaths, crosswalks, reduction of barriers, review of road signs & of PT stops, improvement of the livability, encouraging residential & commercial functions, creation of the “environmental islands“ also in outer districts. The whole process interested in the years 13 City Districts, 79% areas inside the external road ring (GRA) and 50% of the municipality area. In 2014 were contracted new projects and further DPUM approved, other were completed and are now open to general public.
• Improvements in the communication platform for ITS and integrated mobility in Rome with the launch in 2014 of the Road Safety Monitoring Centre & Information system and the enhancement of the Mobility Services and of the website muovi.roma.it which is the city mobile information portal. Launch in early 2014 of the open data channel, making available raw and aggregate data from the alla the systems of Mobility Centre in open format for app community. Launch of new ITS operative plans including Data ware-house – improve integration among different databases and with TEN-T corridor operator, continuos co-operation - new projects with EU and int. actors for better service and social contribution
• Starting of the improvement of bicycle network (creation of new lanes, extension, renovation, signposting etc) according to Deliberation n° 87/2012 "Cyclability Framework Plan of the City of Rome", which provides for integration of the cycling mode in the Mobility expecting a base network path of 245 km and a local cycling network of 564 Km, construction of 2700-seater bike in interchanges with the PT and 9000 bike parking places in schools. • Development of the European project of cooperation “METPEX” – development of a door-to-door measurement tool to determine the quality of the passenger experience (DG Research); “GREEN EMOTION” – development of electric mobility (DG Move); “ICT Emissions” - evaluate the impact of ICT- related measures on mobility (DG Connect); “CONDUITS” – ITS goods practices, future plans, KPIs (DG Research); “TIDE” – RSM has contributed to the award of “Champion City” to Rome on the topic of Open Data (RSM has a subcontract on that), “SMARTSET” (IEE 2013 – DG MOVE) project that develops and shows how freight transport in urban areas can be made more energy-efficient and sustainable by a bett er use of freight terminals, “PETRA” (Smart cities – DG CONNECT) Personal Transport Advisor: an integrated platform of mobility patterns for Smart Cities to enable demand-adaptive transportation systems, “PASTA” (DG HEALTH) Physical Activity Through Sustainable Transport Approaches, focuses on the systematic promotion and facilitation of active mobility (AM) (i.e. walking and cycling including the combination with public transport use) as an innovative approach to integrate physical activity (PA) into individuals’ everyday lives and participate to new EU cooperation projects in the new H2020 framework plan for a better city
