Detailed description (English): The Municipality of Râmnicu Vâlcea, in partnership with the Vâlcea Community Foundation and the Happy Cities Associations put into practice, with the support of experts from the Organization for Economic Cooperation and Development (OECD) and of the European Commission (DG Regio), Romania’s first citizens jury on sustainable urban mobility. The project aims to involve citizens directly in the design and implementation of EU cohesion policy as well as in the decision making process at the local level, especially on issues regarding urban mobility.
The civic lottery and the citizens' jury meetings and deliberations took place in March -June 2024.
The selection of the members of the Citizens’ Jury was made though a civic lottery. 2000 households randomly selected received an invitation letter to join the process, among those citizens that accepted the Municipality’s invitation, a second random selection took place to define the 20 jurors.
The 20 jury members learned from experts, discussed, and finally formulated a set of suggestions and recommendations that will be submitted to the City Council’s approval by the end of this year. The set of recommendations had to answer the question:
What measures should take the Municipality of Râmnicu Vâlcea to increase the attractiveness of public transportation and other sustainable means of transportation in town in order to reduce traffic jam and therefore the amount of CO2 emissions in town?
Detailed description (original language): Municipiul Râmnicu Vâlcea, în parteneriat cu Fundaţia Comunitară Vâlcea şi Asociaţia Ha.ppy Cities, au pus în practică, cu sprijinul experţilor din cadrul Organizaţiei pentru Cooperare şi Dezvoltare Economică (OCDE) şi al Comisiei Europene (DG Regio), primul juriu al cetanilor în domeniul mobilităţii urbane durabile din Romania. Proiectul își propune să implice cetățenii în mod direct în elaborarea și punerea în aplicare a politicii de coeziune a UE, precum și în procesul decizional la nivel local.
Loteria civică, întâlnirile și deliberările juriului cetățenilor au avut loc în perioada martie - iunie 2024.
Selecția membrilor juriului a fost făcută printr-o loterie civică. 2000 de gospodării selectate aleatoriu au primit o scrisoare de invitație pentru a se alătura procesului, iar dintre acei cetățeni care au acceptat invitația de participare, au fost selectati aleatoriu, in urma unei trageri la sorti, cei 20 de jurați.
Membrii juriului au învățat de la experți, au discutat și au formulat în final un set de sugestii și recomandări care va fi supus aprobării Consiliului Municipal al Municipiului Pământ până la sfârșitul acestui an. Setul de recomandări trebuia să răspundă la întrebarea:
Ce măsuri ar trebui să ia Primăria Râmnicu Vâlcea pentru a crește atractivitatea transportului public și a altor mijloace de transport durabile în oraș, in vederea reducerii traficului in orele de varf si implicit emisiile de CO2 in oras?
Target group(s): citizens living in the Municipality of Ramnicu Valcea, aged 18+.
Objectives: Promote the EU's policy objectives at the local level, especially the no2 objective, a greener Europe with less CO2 emissions; promote sustainable means of transportation in town; increase the use of the sustainable means of transportation among the citizens of Ramnicu Valcea; promote inclusiveness and citizens participation in the decision making process at the local level (the jurors' selection was made following the Rules of Procedure approved by the City Council were it was stated that the Jury has to insure inclusiveness ( men and women, seniors and youngsters, with higher qualification -university degrees and laborers); promote and increase the dialogue between the local authority, the civil society organizations and the local community.
