Kokkolan kaupungille on laadittu pyöräliikenteen edistämisohjelma 2040, jonka tavoitteena on nostaa pyöräliikenteen kulkumuoto-osuus kaikista matkoista 15 prosentista 20 prosenttiin vuoteen 2040 mennessä. Tavoitteeseen pyritään liikenneinfrastruktuurin kehittämiseen, yhdyskuntarakenteeseen ja maankäyttöön sekä asenteisiin ja liikkumistottumuksiin kohdistuvien kehittämistoimenpiteiden avulla. Pyöräliikenne otetaan erityisesti huomioon yleis- ja asemakaavasuunnittelussa. Muita toimenpiteitä ovat mm. pyöräliikenteen pääverkon talvikunnossapidon parantaminen ja pyöräliikenteen viitoituksen toteuttaminen. Kokkolassa pyöräliikenteen määrällisten tavoitteiden lisäksi strategisena tavoitteena on lapsiystävällinen pyöräliikenne. Tavoitteena on, että Kokkolan kaupunki tunnetaan laajasti pyöräilykaupunkina.
