The UNDP transport Project, together with the Kazan City Administration, is developing the Integrated Traffic Management Scheme (“ITMS”) for 2014-2020. The main objective of this work is to satisfy the city’ transport requirements as much as possible while ensuring as much safety as possible. In particular, the scheme includes taking measures aimed to collect data on traffic safety in Kazan, identifying the lines of development of the city’s traffic system, developing targeted traffic management measures, developing a road sign placement scheme, evaluating the economic effect and assessing the state of the urban environment. As a component to ITMS, a set of interrelated targeted research-backed measures and recommendations on traffic management will provide for increasing the quality, accessibility and efficiency of the city’s traffic system, avoiding traffic congestions while ensuring road safety, reducing the traffic’s negative influence on the city’s environment based on the prospective investments and available material resources. After the ITMS development, corresponding changes will be made in the regional legal acts (Regulations on Land Use and Construction, Kazan Master Plan).
