Detailed description (English): The Provincial Council of Cádiz has financially assisted 20 Town Councils of less than 20,000 inhabitants in the province, through a Plan to Promote the Mobility of Electric Vehicles in the Province of Cádiz (MOVEPCÁDIZ), through financial aid of €30,000 for the acquisition of a 100% electric vehicle, and subject to executing the demanial concession of a public space (or other figure of right) that allows an electric vehicle charging operator to install a charging infrastructure for vehicles and provide this service for the time the concession lasts.
During the second half of 2024, continuing with its commitment and commitment to support policies towards more sustainable mobility, it has been decided to separate MOVEPCÁDIZ from the current first financial aid program to Support the Recharging of Electric Vehicles in the Province of Cádiz ( PARVEPC).
In this way, these two lines of aid remain as follows:
- MOVEPCÁDIZ: Support Plan for the replacement of polluting vehicles with more energy efficient vehicles.
- PARVEPC: Support Plan for the Charging of Electric Vehicles in the Province of Cádiz, through a subsidy for the installation of a 22 kW charging station.
Therefore, in addition to renewing part of the municipal fleet of polluting vehicles with more energy-efficient vehicles, we are committed to offering the same charging opportunities for citizens in rural areas and small municipalities that have not managed to obtain this type of services to date.
The financial aid has been €1,200,000.
Detailed description (original language): La Diputación de Cádiz ha asistido económicamente a 20 Ayuntamientos menores de 20.000 habitantes de la provincia, mediante un Plan de Impulso a la Movilidad de Vehículos Eléctricos en la Provincia de Cádiz (MOVEPCÁDIZ ), a través de una ayuda económica de 30.000 € para la adquisición de un vehículo 100% eléctrico, y sujeto a ejecutar la concesión demanial de un espacio público (u otra figura de derecho) que permita a un operador de recarga de vehículos eléctricos instalar una infraestructura de recarga para vehículos y prestar este servicio durante el tiempo que dure la concesión.
Durante el segundo semestre de 2024, siguiendo con una apuesta por políticas de apoyo hacia una movilidad más sostenible, se ha decidido separar MOVEPCÁDIZ del actual primer programa de ayudas económicas para el Apoyo de la Recarga de Vehículos Eléctricos en la Provincia de Cádiz (PARVEPC).
De esta forma, estas dos líneas de ayudas quedan de la siguiente forma:
- MOVEPCÁDIZ: Plan de Apoyo para la sustitución de vehículos contaminantes por vehículos energéticamente eficientes.
- PARVEPC: Plan de Apoyo para la Recarga de Vehículos Eléctricos en la Provincia de Cádiz, a través de una subvención para la instalación de una estación de recarga de 22 kW de potencia.
Por tanto, además de renovar parte de la flota municipal de vehículos contaminantes por vehículos energéticamente más eficientes, apostamos por ofrecer las mismas oportunidades de recarga para la ciudadanía en zonas rurales y pequeños municipios que no han logrado hasta la fecha obtener este tipo de servicios. Presupuesto: 1.200.000 €.

Objectives: The main objective of the Sustainable Mobility aid program promoted by the Provincial Council of Cádiz is to promote the transition towards more sustainable modes of transport and reduce greenhouse gas emissions in the province. Through the MOVEPCÁDIZ and PARVEPC 2024 initiatives, the aim is to support municipalities in the acquisition of electric vehicles and the installation of charging infrastructure, respectively. The specific objectives of each program are the following:
1. **Promotion of Sustainable Mobility**:
- **MOVEPCÁDIZ 2024**: Encourage the replacement of polluting vehicles with more efficient electric vehicles, facilitating the acquisition of type N1 or M1 electric vehicles through subsidies for City Councils with less than 20,000 inhabitants.
- **PARVEPC 2024**: Promote the installation of charging stations for electric vehicles in municipally owned public spaces, especially in locations with less commercial attractiveness for private operators due to their location.
2. **Reduction of Greenhouse Gas Emissions**:
- Contribute to the reduction of CO₂ emissions and other pollutants from motorized transport, by promoting the use of electric vehicles in the province of Cádiz.
- Support the mitigation of climate change in Cadiz municipalities through the adoption of cleaner and more sustainable mobility technologies.
3. **Charging Infrastructure Development**:
- Facilitate the installation of 22 kW charging stations (semi-rapid charging) that allow the simultaneous charging of two electric vehicles, ensuring that all participating municipalities can offer public charging services.
- Guarantee that, after the first year of operation, City Councils have the necessary technical support to tender public concessions that allow private operators to manage the charging infrastructure, keeping it operational and in good condition.
4. **Support to City Councils in the Management and Operation of Charging Infrastructure**:
- Provide technical and financial assistance to City Councils for the installation and initial operation of charging stations, ensuring that the service is available to electric vehicle users from the first year.
- Ensure that the concessionaire companies are responsible for preventive and corrective maintenance of the charging stations, collection operations, user assistance in several languages and incident management during the concession period.
5. **Encourage Public-Private Collaboration**:
- Promote agreements between City Councils and private companies for the management and operation of charging stations, taking advantage of the infrastructure already installed without the need for new investments by the concessionaire.
- Facilitate the participation of concessionaire companies in the provision of charging services in less commercially attractive locations, guaranteeing the sustainability and viability of the service in remote areas such as the Sierra de Cádiz.
6. **Guarantee Access to Recharging in Remote Locations**:
- Ensure that all localities, regardless of their location and commercial attractiveness, have access to charging services for electric vehicles, contributing to more equitable and sustainable mobility throughout the province.
- Prioritize the installation of charging stations in municipalities far from highways and highways, where private investment may be less profitable, thus guaranteeing broader and more accessible coverage.
7. **Strengthening of Municipal Capacities**:
- Train City Councils in the management and operation of charging infrastructure, providing them with the necessary knowledge and resources to efficiently maintain and manage charging points.
- Promote the self-sufficiency of municipalities in the management of sustainable mobility projects, reducing dependence on external resources in the long term.
8. **Evaluation and Continuous Improvement**:
- Establish monitoring and evaluation mechanisms for the MOVEPCÁDIZ and PARVEPC 2024 initiatives, collecting data on the use of electric vehicles and charging stations, as well as on user satisfaction.
- Use the results of the evaluations to improve and adjust the programs in future editions, ensuring that they adapt to the changing needs of municipalities and maximize their positive impact on sustainable mobility.
With these objectives, the Provincial Council of Cádiz seeks not only to promote the adoption of electric vehicles and the installation of charging infrastructure, but also to create a favorable environment for sustainable mobility that contributes significantly to the fight against climate change and the improvement of the quality
